​All of these situations are common occurrences in infant and toddler programs.

Young children often bite the people they are around, including their peers and the adults. It is a normal part of development, but can be disturbing and alarming to parents, caregivers, and other children. Biting behavior can also happen because toddlers do not yet have the self-control or tools to communicate or control their situations.
